Writeshop for Master Plan Development of Thakurbaba Municipality, Bardiya

After the conclusion of election in 2018, all restructured local governments which includes 6 metropolitan cities, 11 sub-metropolitan cities, 276 municipalities and 460 rural municipalities, all these local governments are in the process of developing master plan, periodic plans, and annual plan for the overall development of their respective municipalities.

Fulfilling the requirement of the new constitution of Nepal in 2015, all old municipalities and villages (which were more than 3900 in number) were restructured into 753 new Municipalities and Villages (rural municipalities).

After the conclusion of election in all restructured local governments which includes 6 metropolitan cities, 11 sub-metropolitan cities, 276 municipalities and 460 rural municipalities, all these local governments are in the process of developing master plan, periodic plans, and annual plan for the overall development of their respective municipalities. Although, elected representatives in each local government - possessed with renewed enthusiasm and energy to transform their region (municipalities); their limited experience in holistic long-term strategic planning and implementation of development activities had pushed them a bit step behind in their novel cause.

Hariyo Ban Program (HBP) initiated dialogue with Thakurbaba Municipality of Bardia district located in Terai region of Nepal and tried to learn uppermost priority of the municipality and how HBP can upkeep and support the municipality’s main concern. Thakurbaba Municipality clearly spelled out that they need long term, holistic master plan of the municipality and has requested to support for the same. HBP coordinated with The Center for People and Forests - RECOFTC for collaboration as it is a capacity development organization throughout the Asia and were interested to support in the strategic planning process. The process of plan drafting took off in coordination and technical leadership of RECOFTC which was backed by HBP and Thakurbaba Municipality in interrelated concerns in mid-March 2018.

As of 4th October 2018, planning team concluded several participatory and inclusive process to develop and formulate master plan of Thakurbaba Municipality; now the team has reached a point of finalization of the draft report through consultation and discussion on various important issues and priorities of Thakurbaba Municipality.

Elected representatives of Thakurbaba Municipality, Hariyo-Ban Program Team, RECOFTC-NCP Team with facilitation support from ERIPS for the writeshop* event; three-day Writeshop   was organized in Hotel Rhino and Lodge in the BufferZone of Bardiya National Park. Issues and concerns drafted were thoroughly discussed and agreed through intensive participation of the concerned stakeholders and political representatives of Thakurbaba municipality. After successful completion of the final event; draft plan was rearranged to give its final shape and Master Plan was handed over to the Mayor of Thakurbaba Municipality for its validation and implementation in Thakurbaba Municipality.
