Swiss Agency for Development and Cooperation (SDC)

SDC has been a key supporter of RECOFTC since its establishment in 1987 and remained a core donor till 2008. SDC continued to support various capacity building projects thereafter including for REDD+ and the institutional development of the ASEAN Social Forestry network (ASFN). They currently support the ASEAN-Swiss Partnership on Social Forestry and Climate Change (ASFCC) where RECOFTC is a key implementing partner.  As of July 2012, SDC has renewed its commitment as core donor, with an emphasis on supporting the Asia-Pacific region through the promotion of community forestry in tackling challenges from climate change and water scarcity.

Swedish International Development Cooperation Agency (Sida)

Jointly responsible for sowing the seeds for RECOFTC's establishment, Sida has actively supported RECOFTC since 1997 through project funding. In 2004, Sida became a core fund donor and has continued to support community forestry as a means of poverty reduction, climate change mitigation and adaptation, and enhancing rights and livelihoods. The most recent core funding agreement covered the period October 2010 to September 2015, and RECOFTC signed a new agreement for a new phase of core funding covering the period October 2016 to September 2021.

Royal Thai Government

The Royal Thai Government is one of the founding members of RECOFTC and a signatory in the Charter of RECOFTC. RECOFTC collaborates closely with the Royal Forest Department, the Department of National Parks and the Department of Marine and Coastal Resource in strengthening the National Community Forestry Network and numerous community-based natural resource management capacity building activities throughout the country. In the last 25 years, the collaboration has helped build the capacity of national and local government leaders, community forest managers and practitioners in sustainable forest management and increasingly, in responding to climate change. The Royal Thai Government also contributes an annual budget to RECOFTC’s Thailand Country Program to support community forestry initiatives in Thailand through the Office of Higher Education Commission of the Ministry of Education and Kasetsart University.

Royal Government of Cambodia

Although RECOFTC has been active in Cambodia for a decade, it formalized its partnership with the Forestry Administration under the Ministry of Agriculture, Forestry and Fisheries in 2006. RECOFTC plays an active role in initiatives shaping and promoting community forestry development in Cambodia as a member of the Technical Working Group on Forestry Reform (TWG-FR), the National Community Forestry Program Coordination Committee (NCFPCC), the National Forest Program Task Force as well as the National REDD Task Force. The Royal Government of Cambodia is also another founding member of RECOFTC and a signatory in the Charter of RECOFTC.

Government of the People's Republic of China

RECOFTC has signed an ‘umbrella’ MoU with the International Forestry Cooperation Center (IFCC) of the State Forestry Administration (SFA) of China, which serves to link RECOFTC with government agencies such as the State Academy of the Forestry Administration (STAFA) and the Chinese Academy of Forestry (CAF). RECOFTC has worked with STAFA to undertake a national capacity building needs assessment for community-based forestry in China, and worked with STAFA in late 2014 to organize the third CF Champions Network event in Zhejiang province. The Government of the People’s Republic of China was also one of the founding members of RECOFTC and a signatory in the Charter.

Government of the Republic of Indonesia

Working with the Government's Center for Forestry Education and Training (Pusdiklat Kehutanan or CFET) and Regional Forestry Training Center (Balai Diklat Kehutanan/BDK), RECOFTC has held hundreds of national-level workshops and training events in Indonesia since the 1990s. An MoU was initially signed with the Ministry of Forestry (MoF) in 2005 as the collaboration expanded to include capacity building at all levels of community forestry including conflicts and REDD+ (particularly under the Grassroots Capacity Building for REDD+ program), and was renewed in 2012 with CFET and the Agency For Forest Extension and Human Resources Development (AFEHRD) under MoF (now MoEF). RECOFTC has also collaborated with the Indonesia REDD+ Task Force to develop capacities on conducting FPIC in REDD+.

Government of the Lao People's Democratic Republic

The Government of the Lao People’s Democratic Republic was a founding member of RECOFTC and a signatory in the Charter of RECOFTC. The Center had an MoU with the National Agriculture and Forestry Research Institute (NAFRI) under the Ministry of Agriculture and Forestry (MAF) until 2011 and signed an MoU with MAF’s Department of Forests (DoF) in March 2014. RECOFTC has worked closely with DoF, the National University of Lao PDR, and the National Agriculture and Forestry Extension Services to develop capacities and raise awareness in Lao PDR on issues related to local people and forests, climate change, and REDD+, and works closely with the Provincial Agriculture and Forestry Office and the Department of Investment and Planning of Bokeo province under the ForInfo project. The Center has worked with RRI to engage closely with the National Assembly in the ongoing forest and land law and policy reform process.

Government of the Union of Myanmar

The Government of the Union of Myanmar was a founding member of RECOFTC and a signatory in the Charter of RECOFTC. RECOFTC is becoming increasingly engaged in Myanmar, supporting the development of a community 118 RECOFTC Internal Annual Report forestry program and REDD+ readiness activities, in particular with the Forest Department of the Ministry of Environmental Conservation and Forestry (MOECAF). RECOFTC signed an MoU with Forest Department, MOECAF in January 2013.

Government of Nepal

RECOFTC has a current 10-year MoU with the Ministry of Forests and Soil Conservation.

 

Government of the Socialist Republic of Viet Nam

RECOFTC has been building government and national capacity for community forestry in Viet Nam for the last 20 years. Working under an MoU with the Viet Nam Administration of Forestry of the Ministry of Agriculture and Rural Development, RECOFTC is analyzing the gaps in the national community forestry program and ways to address them. The Center also had an MoU with the Forest Sector Support Partnership, and is a core member of the Climate Change Working Group and an advisor to the Vietnamese Nongovernment Organizations and Climate Change network on REDD+ technical issues. RECOFTC is also a member of Viet Nam REDD Network and Technical Working Group. The Government of the Socialist Republic of Viet Nam is the 7th founding member of RECOFTC and a signatory to the Charter of RECOFTC
